As the name suggests, topics on PUBLC are pages about a specific subject. These topics can be just about anything: a celebrity, a city, a company, a movie, and millions of different topics.
The idea of a topic page is to create one page that gathers content about that topic from across the web, built and organized by the many creators and contributors. Users can search for topics and they can follow topics they like in order to get content about them to their personal feed.

How to create new topics?
Topics are created continuously when users categorize content. When categorizing content you need to choose topics that the content is related to. If you are trying to add a topic that doesn't exist then instead of getting that topic appear in the suggested topics box you can just type the topic and click the "Create new topic" button.
When clicking on that button it creates a new PUBLC page about that topic and adds your content there. After creating a new topic page PUBLC will automatically search for existing content about that topic and add it to that page. The next users wanting to tag that topic would get that topic suggested to them and their content would be added to the page you started.
New content "crawled" by PUBLC about that topic would also automatically be added to that page, so the page just grows and grows over time. So by just creating one tag you can be the first user creating a page with millions of content items!
